Welcome to the Active Play Referral Scheme
At Horizon, we believe that every child deserves access to a fun and active lifestyle, regardless of financial circumstances! We are thrilled to introduce our exclusive referral service, tailored to provide means-tested family memberships.
This is a scheme funded through Hampshire County Council, that looks to enable children aged 0-5 from Havant and the surrounding areas, with the crucial physical activity skills they will require for school. The scheme is aimed at families who are experiencing financial hardship, and allows them to utilise our leisure facilities, including swimming and soft play.
Who Can Apply?
This scheme is aimed at families with children aged between 0-5, with the purpose to increase uptake of physical activity, particularly those living in areas of greater deprivation.
Households receiving at least one means tested benefit can apply:
- Income-based Jobseeker’s Allowance
- Income-related Employment and Support Allowance
- Income Support
- Pension Credit
- Tax Credits (Child Tax Credit and Working Tax Credit)
- Housing Benefit
- Council Tax Support
- Social Fund (Sure Start Maternity Grant, Funeral Payment, Cold Weather Payment)
How It Works:
- Referral Process: Families interested in our Active Play Scheme can self-refer through the form below. Referrals can also come from schools, community organisations, health visitors, etc.
- Assessment: Each referral will be evaluated against the eligibility criteria, and our team will contact you if you have been successful.
- Tailored Packages: Once approved, families will be offered a tailored package that includes family membership, swimming lessons, and a year’s pass to Oceans of Play, specifically catered to their child’s age and interests.
- Active Lifestyle, Happy Kids: With our offerings, children will have the chance to engage in enjoyable physical activities, make new friends, and learn essential skills that contribute to their overall well-being and development.

Our swimming lessons are conducted by certified instructors prioritising safety, skill development, and confidence in the water. - Oceans of Play Pass: Our year’s pass to the Oceans of Play is the ultimate adventure for children aged 0 to 5. This indoor play paradise stimulates young minds, encourages creativity, and promotes physical activity. Oceans of Play is a world of wonder where kids can explore and learn through play.
